fiscally irresponsible than 96% of his colleagues in 1999
Young was more
fiscally irresponsible than 96% of his colleagues in 1998
Young was not
rated in 1997 since he missed 9 of 18 key votes
Young was more
fiscally responsible than 66% of his colleagues in 1996
Young was more
fiscally responsible than 75% of his colleagues in 1995
